Procurement Policy

It is very important that the Agency complies with central government procurement rules. Procurements must be transparent, fair, open and ethical, and must comply with legal and policy requirements.

There are four principles which apply to all procurements:

(a) Compliance with the Law: The European Directive which applies to the purchase of services and goods is for values over 154,014 Euros (£99,695). There are other aspects of domestic law which must be complied with. Advice can be sought from the Procurement Manager on this area.

(b) Competition from Bidders: Tenders and/or quotations must be used to achieve effective and fair competition. The Procurement Manager will assist in running competitions.

(c) Demonstrate Value for Money (VFM): When selecting a contractor,  supplier or consultant VFM must be demonstrated. This means achieving:

  • the right quality, quantity, price, timescale 
  • following best practice procedures
  • minimising risk for the Agency

(d) Sound contracts let: Contracts must be awarded to viable companies, with clear contractual terms and conditions, ensuring that:

  • Management arrangements are defined,
  • They are within an approved financial budget,
  • Governance in is in place for performance measurement and monitoring to ensure successful delivery.
